James Alison Hayes is an American Republican politician and lawyer from Louisiana. He served in the Louisiana House of Representatives for District 3 from 1991 to 1996. Subsequently, he was elected to the U.S. House of Representatives for Louisiana's 5th congressional district from 1997 to 2008, serving six terms. Hayes chose not to seek re-election in 2008 and joined the law firm, Bracewell & Giuliani, a prominent firm co-founded by former New York City mayor, Rudy Giuliani.
